Where it originated in West Africa is hard to pin down, because there is no county in the region where it’s not prepared or not known.
Different regions have different ways to cook Joloff Rice, indeed, different ingredients and spices to include. The common denominator in all Joloff Rice is the rice mixed with the sauce, and all-in-one preparation.
